The story

Kyoto’s lodging tax is calculated per person, per night, using the taxable accommodation charge—not simply the room total or the cash you pay after redeeming points. For stays from 1 March 2026, the charge determines a fixed tax of ¥200 to ¥10,000 per guest each night. Check whether your booking payment already includes it before budgeting an extra payment. The City of Kyoto’s overview sets out the rates and payment guidance.

Find the bracket for each guest

The current nightly tax is ¥200 when the taxable lodging amount per person is below ¥6,000; ¥400 from ¥6,000 to under ¥20,000; ¥1,000 from ¥20,000 to under ¥50,000; ¥4,000 from ¥50,000 to under ¥100,000; and ¥10,000 at ¥100,000 or more. These are fixed amounts, not percentages. An amount exactly on a threshold enters the higher bracket, as the official English leaflet shows.

The taxable amount includes service charges and certain lodging-related charges, including cleaning or bedding fees, but excludes meals and consumption tax. A small lodging charge can still be taxable. Children are also taxed when a lodging charge applies, subject to specified exemptions; do not assume age alone removes the charge. These distinctions appear in the city’s traveler FAQ.

One room, two different tax totals

For a booking priced by the room, Kyoto’s collection handbook divides one night’s room charge by the number of guests. Its example makes the consequence clear: a ¥50,000 twin room occupied by one guest attracts ¥4,000 in tax. With two guests, the amount becomes ¥25,000 per person, so each pays ¥1,000—a combined ¥2,000.

Sharing therefore reduces the total tax in that fixed-price example. It does not prove that booking for two people will cost the same as booking for one: accommodation prices can vary with occupancy and booking terms. Compare the final room price plus the combined tax, rather than choosing a room solely because its per-person bracket looks lower.

A discount and booking points can work differently

A lower cash payment does not necessarily mean a lower taxable amount. In the traveler FAQ’s examples, an accommodation operator’s discount reduces a ¥20,000 charge to ¥15,000, putting it in the ¥400 bracket. Redeeming ¥5,000 of third-party booking-site points against a ¥20,000 charge leaves the taxable amount at ¥20,000, attracting ¥1,000.

The practical distinction is who supplies the reduction and how the accommodation treats it. Both examples involve a ¥15,000 cash payment, but the tax differs by ¥600. Before relying on a discount to cross a threshold, ask the accommodation what taxable lodging amount it will use. Points can still reduce your cash outlay without reducing the tax bracket.

Check the stay date and what you already paid

The revised schedule applies to nights from 1 March 2026, including bookings made earlier, according to the rate-change FAQ. Before that date, the brackets were ¥200 below ¥20,000, ¥500 from ¥20,000 to under ¥50,000, and ¥1,000 at ¥50,000 or more. The lowest current bracket remains ¥200; this was not the same increase for every guest.

Kyoto says the tax may already be included in payments through a booking site or travel business. Confirm that with your accommodation, alongside the taxable amount and number of guests, using the city’s payment guidance.

The city describes the revenue as supporting tourism and a sustainable city, including responses to tourism-related challenges, and publishes its revenue-use materials. Those statements explain its purpose; the reviewed evidence does not establish whether the revision has changed room prices, crowding or visitor experience.
